ほしがる is a verb (Group 1 / godan) that describes a third person's desire based on observable signs. Instead of “He wants a car” using ほしい (incorrect), you say “He shows signs of wanting a car” → 彼は車をほしがっている。かれはくるまをほしがっている。Kare wa kuruma o hoshigatte iru.
ほしがるは、「他の人がなにをほしがっているか」を表現する動詞です。 ほしがるは、「ほかのひとがなにをほしがっているか」をひょうげんするどうしです。 Hoshigaru wa, "hoka no hito ga nani o hoshigatte iru ka" o hyōgen suru dōshi desu.
