〜と思います (to omoimasu) is how you say “I think” in polite Japanese. It attaches to the plain form of a verb, adjective, or noun to express your opinion, belief, or guess. The clause before と must be in the plain (casual) form — never the polite form.

〜と思います means "I think that ~". The particle と is a quotation marker — it marks the clause before it as what you are thinking. 思います is the polite form of 思う (to think).
日本語は難しいと思います。にほんごはむずかしいとおもいます。Nihongo wa muzukashii to omoimasu.

と is a quotation particle — it marks the exact content of your thought. Thoughts are internal and casual, so the quoted clause must be in the plain form. です is for the outer, polite layer of speech.
No. i‑adjectives are already in their plain form (おいしい). Adding だ makes it ungrammatical: おいしいだと思います ✕ → おいしいと思います ✓.
Yes, but it sounds presumptuous. For others, it's more natural to use と思っている or と思った. At N5, と思います is safest for your own thoughts.
